In Subarnachar, climate change is not a distant threat. It is part of everyday life.
River erosion, salinity, water scarcity, flooding, and repeated disasters continue to affect homes, livelihoods, and the future of local communities. To address these challenges, PRAAN worked with communities in Mohammadpur and Char Clark unions of Noakhali, Bangladesh, to transform lived experiences into locally led climate action.
Through 18 PRA sessions, community members identified climate risks, mapped vulnerabilities, and set short-, medium-, and long-term adaptation priorities. Their knowledge and participation shaped two union-level climate adaptation plans and helped secure nearly 2.84% of the total Union Parishad budget for local climate action.
These dedicated climate budgets support resilient infrastructure, alternative livelihoods, women’s empowerment, and disaster preparedness.
The initiative went beyond planning. Community climate forums, monitoring committees, and grievance mechanisms created new spaces for transparency, participation, and public accountability.
This is what locally led climate action looks like: communities define the risks, communities shape the solutions, and public institutions respond with plans, budgets, and accountability.
সুবর্ণচরে স্থানীয় নেতৃত্বে জলবায়ু অভিযোজন উদ্যোগ
সুবর্ণচরে জলবায়ু পরিবর্তন কোনো দূরের হুমকি নয়। এটি মানুষের দৈনন্দিন জীবনের বাস্তবতা।
নদীভাঙন, লবণাক্ততা, পানির সংকট, বন্যা এবং বারবার দুর্যোগ স্থানীয় মানুষের ঘরবাড়ি, জীবিকা ও ভবিষ্যৎকে প্রতিনিয়ত প্রভাবিত করছে। এসব চ্যালেঞ্জ মোকাবিলায় PRAAN নোয়াখালীর সুবর্ণচর উপজেলার মোহাম্মদপুর ও চর ক্লার্ক ইউনিয়নের স্থানীয় জনগোষ্ঠীর সঙ্গে কাজ করেছে, যাতে তাদের বাস্তব অভিজ্ঞতা স্থানীয় জলবায়ু অভিযোজন কার্যক্রমে রূপ নিতে পারে।
১৮টি PRA সেশনের মাধ্যমে স্থানীয় মানুষ জলবায়ু ঝুঁকি চিহ্নিত করেছে, ঝুঁকিপূর্ণ এলাকা ও জনগোষ্ঠী নির্ধারণ করেছে এবং স্বল্প, মধ্য ও দীর্ঘমেয়াদি অভিযোজন অগ্রাধিকার নির্ধারণ করেছে। তাদের জ্ঞান ও অংশগ্রহণের ভিত্তিতে দুটি ইউনিয়ন পর্যায়ের জলবায়ু অভিযোজন পরিকল্পনা তৈরি হয়েছে এবং স্থানীয় জলবায়ু কার্যক্রমের জন্য মোট ইউনিয়ন পরিষদ বাজেটের প্রায় ২.৮৪% বরাদ্দ নিশ্চিত করতে সহায়তা করেছে।
এই জলবায়ু বাজেট টেকসই অবকাঠামো, বিকল্প জীবিকা, নারীর ক্ষমতায়ন এবং দুর্যোগ প্রস্তুতি কার্যক্রমে সহায়তা করছে।
এই উদ্যোগ শুধু পরিকল্পনার মধ্যেই সীমাবদ্ধ ছিল না। কমিউনিটি ক্লাইমেট ফোরাম, মনিটরিং কমিটি এবং অভিযোগ প্রতিকার ব্যবস্থা স্থানীয় পর্যায়ে স্বচ্ছতা, অংশগ্রহণ এবং জবাবদিহিতার নতুন সুযোগ তৈরি করেছে।
এটাই স্থানীয় নেতৃত্বে জলবায়ু অভিযোজনের উদাহরণ: জনগণ ঝুঁকি চিহ্নিত করে, জনগণ সমাধান নির্ধারণ করে, আর সরকারি প্রতিষ্ঠান পরিকল্পনা, বাজেট ও জবাবদিহিতার মাধ্যমে সাড়া দেয়।
