Reports to : Programme Coordinator
Role Purpose :
The Project Manager will lead the Building Partnerships to Advance Locally-Led Climate Action in Bangladesh project, funded by the World Resources Institute (WRI), under the Green Accountability Platform. The role focuses on building the capacity of local governments and communities in coastal Bangladesh to transform conventional budgets and plans into climate-resilient frameworks through locally-led actions. The Project Manager will also work to strengthen partnerships between local government institutions and civil society organizations, creating a scalable framework for locally-led climate actions that includes robust accountability and feedback mechanisms. By overseeing planning, implementation, and monitoring, the Project Manager will ensure timely delivery of project outputs, foster partnerships for climate-resilient development, and contribute to policy advocacy. The role emphasizes documenting evidence and learnings, empowering local governments to access national climate finance, and driving impactful, community-driven solutions to climate challenges.
Scope of the Role:
1. Team and Project Management
Lead and manage the project team, ensuring clarity of roles, responsibilities, and deliverables.
Ensure compliance with organizational policies and donor requirements across all project activities.
2. Strategic Planning and Coordination
Develop and implement a comprehensive project implementation plan (PIP) aligned with the Green Accountability Platform’s objectives.
Collaborate with technical experts to localize and enhance the National Adaptation Plan (NAP) using Locally-Led Adaptation (LLA) principles.
Map stakeholders, including LGIs, CSOs, and grassroots organizations, to identify collaboration opportunities.
Share evidence-based insights with national and global stakeholders through diverse communication channels.
3. Implementation of Project Activities
Community Engagement
Facilitate participatory rural appraisal (PRA) sessions to identify local climate challenges and solutions.
Form and support Union Climate Action Forums for community-led planning and collaboration.
Develop training modules and session plans on climate change adaptation for local leaders and forum members.
Capacity Building
Conduct workshops and exposure visits for local leaders to learn from successful adaptation initiatives.
Strengthen community networks to promote and advocate for locally-led climate actions.
Policy Advocacy
Facilitate workshops to develop Union-level adaptation plans and integrate them into local governance structures.
Organize district and national-level sharing events to showcase project outcomes and foster partnerships.
4. Partnership Development and Networking
Build and maintain effective relationships with LGIs, CSOs, and community stakeholders to foster joint action plans.
Organize multi-stakeholder workshops to improve local-level climate financing and governance.
Promote collaboration through district-level meetings and social audits to strengthen accountability frameworks.
5. Monitoring, Reporting and Donor Engagement
Monitor project activities to ensure alignment with objectives, timelines, and quality standards.
Document best practices and lessons learned to inform policy advocacy and scaling efforts.
Prepare donor reports, ensuring alignment with templates and project framework.
Address donor queries promptly and provide necessary documentation or clarification.
Monitor compliance with donor requirements and ensure adherence to standards in all project deliverables.
6. Advocacy and Knowledge Sharing
Document and publish adaptation plans and best practices for climate-resilient governance.
Organize national dialogues to advocate for scaling locally-led adaptation and enhancing access to climate finance.
Produce knowledge materials such as policy briefs and multimedia to highlight project achievements.
Participate actively in regular meetings, online webinars, and knowledge-sharing sessions under the Community of Practitioners (CoP) initiated by WRI.
7. Accountability
Ensure responsible management of project resources and adherence to organizational policies.
Upholds and ensures compliance with PRAAN’s safeguarding policy, promoting a safe and respectful environment for all stakeholders, particularly vulnerable populations, throughout all project activities.
8. Other Tasks
Foster a culture of knowledge sharing and learning within the organization.
Actively pursue personal learning and development opportunities.
Undertake additional responsibilities assigned by the supervisor as required.
The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
Requirement of the Role:
Academic: Completed university degree (post-graduate preferably in Social or relevant discipline).
Experience: At least 2-3 years’ project management experience, preferably in Locally-led Climate Adaptation (LLA), Climate Finance, and Environment in National level.
Skill: • Excellent experience of rapport building, networking, liaison and relationship building for advocacy.
• Excellent verbal and written communication in Bangla and English.
• Experience in advocacy and campaign development, implementation, monitoring and evaluation is essential
• Proven ability to work creatively, innovatively, and effectively with limited direct supervision.
Benefits Offered
Monthly Salary: 50,000.00 taka
Other benefits: 02 Festival allowance, Provident Fund, 5% yearly increment, Mobile ceiling and other admissible benefits as per organizational policy.
