Job Title           :   Programme Officer (Green Energy)
Based                 :   Noakhali (frequent field visits to project areas are required)
Salary scale     :   30,000.00-34,000.00 per month with other organizational benefits
Duration           :   One year initially with an option of extension

Job Purpose       :          PRAAN seeks a full-time Programme Officer (Green Energy) with experience in green energy transition advocacy and lobby for PRAAN’s Promotion of Renewable Energy at Local Government Level. The successful candidate will work with non-governmental organizations, municipal bodies, civil society organizations, various government departments, and other allied institutions to assist the team to advocate and lobby for the promotion of Renewable Energy through creating awareness of the benefits of Renewable Energy among people as well as sensitizing the local government in promotion and production on Renewable Energy. S/he reports directly to the Programme Coordinator.

Key Responsibilities 

  • Directly work with the Municipalities to accelerate expansion of RE at Local Government Level sensitizing them in promotion and production of RE and support to identify opportunities for positive change in energy management at local level.
  • Facilitate capacity building activities for partners, CSO’s, local government officials and other stakeholders in advocating and lobbying for RE promotion, technologies, financing option and policy frameworks.
  • Collaborate with partners, relevant stakeholders to promote RE adoption and mobilize public opinion in support of renewable energy.
  • Lobby and Advocacy with relevant ministries, government offices to accelerate expansion of RE at local government level.
  • Conducting regular meeting and maintaining steady communication with District Commissioners from of five districts of the project area to advance RE deployment and ensure overall support in effective implementation of the project activities.
  • Identify, build and maintain collaborative relationships with other allies, partners in support of project goal.
  • Organize necessary events including but not limited to meetings, seminars, discussions, trainings with the relevant entities aligned with Promotion of RE at the Local Government Level.
  • Assist in conducting study, research and analysis on RE policy, best practices and other relevant topics.
  • Assist in monitoring the progress and support the performance evaluation of the energy transition campaign.
  • Supports Programme Coordinator in producing narrative reports, and collaborate with relevant partners, colleagues, technical advisors to ensure timely submission of high-quality reporting that complies with organizational and donor requirements.
  • Deliver presentations and organize and conduct workshops and meetings.
  • Assist in the development of programme strategies and manage the planning and implementation of projects, campaigns, and advocacy initiatives.
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • Perform other duties as assigned by the manager.


Person specification

  • Knowledge of and experience in energy transition and energy related Notionalregulation and policy.
  • Completed university degree (post-graduate) from an accredited academic institution preferably in Social Sciences,  Development Studies, English Literature, Sociology or other related fields
  • At least 3 -4 years of experience in a similar position will be preferable.
  • Minimum of two (2) years demonstrable skills and experience in direct and indirect lobbying/ advocacy and campaigning work in this field highly desirable
  • Excellent command over written and oral Bangla and English
  • Good interpersonal skills, with the ability to network in a multicultural environment with diverse groups.
  • Ability to work independently and in collaboration with clients, partners, and staff, and to develop and maintain partnerships with community-based or other grassroots groups.
  • Public speaking, presentation, facilitation and event management skills;
  • Ability to manage a complex and varied work load and to work under pressure – Strong communication skills, both oral and written.
  • Must be able to travel frequently as required.
